Description of Office of the Special Envoy
  • In 2014 the Chairperson of the AU Commission appointed the Special Envoy on WPS, with mandate to “ensure that the voices of women and the vulnerable are heard much more clearly in peace-building and in conflict resolution”.
  • The Special Envoy’s work aims to close the gap between policy and implementation of international and regional commitment on women peace and security such as the UNSCR 1325, subsequent related UN resolutions and AU instruments and policies. The Special Envoy’s work is articulated around four main strands:
    • The prevention of violence against women and and girls in conflict, situations of insecurity and in times of peace;
    • The protection of women and girls from Sexual and Gender Based Violence;
    • The participation of women at all levels of decision-making in the prevention, management, resolution of conflict and peacebuilding;
    • The recognition and incorporation of gender perspectives in relief and recovery efforts.

Objective

Special Envoy on Women Peace and Security

  • Bineta Diop is the Founder and President of Femmes Africa Solidarité (FAS), an international NGO that seeks to foster, strengthen and promote the leadership role of women in conflict prevention, management and resolution in Africa.
  • She played an instrumental role in achieving gender parity within the African Union Commission’s leadership and in the adoption of the Solemn Declaration on Gender Equality in Africa as well as the Protocol to the African Charter on Human and People’s Rights on the Rights of Women in Africa.
  • In January 2014, she was appointed by the Chairperson of the African Union Commission as Special Envoy on Women, Peace and Security.
